Timecode, start offset and display duration are editable right in the table — just type a value. Display Duration only applies to Info cues.
Start Offset is signed: "−" counts down to the trigger as usual; "+" starts counting from the trigger and fires that many seconds after it.
"Download cue spreadsheet" and "Import spreadsheet…" only work from Local view — see the tabs above.

Cue type
Action — speaks the cue, counts down (audibly + progress bar) to the exact go time, then vanishes
Info — speaks the cue once at the go time and displays it for a set duration
